Kevin VincentChief Counsel
National Highway Traffic Safety Administration Mr. Vincent was appointed Chief Counsel of the National Highway Traffic Safety Administration in July 2009. Prior to his appointment, he was in private practice for fifteen years with the law firm of Baker Botts in its Washington, D.C. office, specializing in the field of government contracts law. Previously, he was with law firms in Rockville, Maryland and Birmingham, Alabama and began his legal career in the Pentagon as a Captain in the Office of the General Counsel of the Air Force. Mr. Vincent received his J.D. from the University of Alabama School of Law in 1986. He was a Hugo Block Scholar and a member of the Alabama Law Review. He graduated from the University of Alabama in 1983 with a B.S. in Electrical Engineering, and was a member of Tau Beta Pi and Eta Kappa Nu. Mr. Vincent is a member of the Alabama and D.C. Bars, the Public Contract Law and Administrative Law Sections of the America Bar Association, and the Institute of Electronics and Electrical Engineers. Mr. Vincent is replacing Acting Administrator David Friedman, who is not able to attend the event.
