Public Private Partnering Workshop

Workshop Overview:

The 2016 DoD Public-Private Partnership Workshop will take place in conjunction with the 2016 Department of Defense (DoD) Maintenance Symposium in Albuquerque, New Mexico, on December 5 - 8, 2016. This workshop will build on previous years' workshops, which have been directly responsible for significant advances in shared processes and improvements to departmental policy.

This workshop will provide a forum for focused application of practitioner experiences and insights to solve problems and pursue improvements in our partnership effectiveness. Using information and data provided by an established community of interest, seasoned facilitators will help illuminate a path, and continue our improvement efforts leading to more effective processes and policy. This year the workshop will be conducted in two parts addressing two compelling issues:

PPP Workshop Part 1:

Considering the imminent publication of DoDI 4151.21 (Public-Private Partnering for Product Support) it is very timely that proposed legislation is under review to encourage Distribution Support and Services in Public-Private Partnerships. This introduces opportunity to achieve greater integration across the value chain and unify processes and equities. Policy and statute are both presently permissive in this area, however our implementation guidance through the PPP Guidebook does not specifically address integration of DLA services into product support partnerships. PPP Workshop 2016 (part one) will explore the administrative and functional aspects of integrating Distribution Support and Services into future product support partnerships, and incorporation of DLA as a partner with both government and commercial components of the industrial base.

PPP Workshop Part 2:

Although statute and policy both encourage performance based business arrangements and partnerships between government and industry, the enabling body of knowledge does not address partnering. Guidelines are needed to enable the contracting legal and financial functional area managers to better embrace and support this type of business arrangement. PPP Workshop 2016 (part 2) will examine opportunities to develop enabling guidance that can be easily understood and used by contracting practitioners to implement partnerships for submission as a change to the Defense Federal Acquisition Regulation Supplement (DFARS).
