New technologies and fuels are coming to the nation's transportation system. How will market competition as well as regulatory and legislative mandates impact consumers? What new safety, environmental and electronics systems will be part of the vehicle and truck fleets, what will they cost, and how will consumers respond? The experts participating in the plenary session will explore these questions and others focusing on the overall issue of navigating change in the transportation industry in response to a dynamic environment.

Joseph S. Carra Joseph S. Carra
Joseph S. Carra is the Acting Associate Administrator for Rulemaking at the National Highway Traffic Safety Administration (NHTSA). As such his responsibilities encompass: Crashworthiness Standards, Crash Avoidance Standards, International Policy, Fuel Economy and Consumer Programs. Joe has serviced in several senior executive positions since joining NHTSA in 2000. Prior to that Joe was a Senior Executive at the Environmental Protection Agency.

  • 19 years in automotive MR (with experience in more than 40 countries); several years in project management, methodological design, focus group moderation and strategic consulting.

Ms. Oge has been instrumental in the Environmental Protection Agency's efforts to reduce air pollution and greenhouse gas emissions from the U.S. transportation sector.

In 2010, under Ms. Oge's leadership, EPA has finalized two significant rules. Most notable, is the Agency's first-ever national greenhouse gas emission standards for cars and trucks. The second is the final expanded renewable fuels standard which will significantly increase the volume of biofuels in our nation's fuel supply. Both actions take significant steps forward in improving the sustainability of the U.S. transportation sector.

Other successes completed by EPA under Ms. Oge's guidance include the clean Tier 2 vehicle and gasoline sulfur program, the 2007 clean diesel truck and bus program, and the clean nonroad diesel engine and fuels program. By reducing over 90 percent of the harmful pollutants emitted from on- and off-road engines, these three programs are estimated to prevent over 26,000 premature deaths and hundreds of thousands of respiratory illnesses each year.

Ms. Oge has been with the Environmental Protection Agency since 1980 and has held various management positions in the Agency. In 2009, Mr. Oge received the California Air Resources Board's Haagen-Smit Clean Air Award for her efforts to protect California air quality and public health. In 2004, Ms. Oge received the Presidential Distinguished Executive Rank Award for her outstanding leadership on environmental transportation issues. She is a previous winner of the Presidential Meritorious Award. In 2002, the Women's Council on Energy and the Environment honored Ms. Oge with its Woman of Achievement Award. Ms. Oge was recognized for her leadership in shepherding the Tier 2 and heavy duty diesel rules to fruition. She was the first nonpolitical appointee to receive this award.

Ms. Oge earned her Master's Degree in Engineering from the University of Massachusetts Lowell. She also attended George Washington University and the John F. Kennedy School of Government at Harvard University.


Michael J. Stanton Michael J. Stanton

Mike is a trusted voice for the auto industry. As President and CEO of the Association of International Automobile Manufacturers, Inc., he is a consensus builder encouraging member companies to work together, as the auto industry confronts energy conservation, trade policy, and the global environment of the 21st century. A recognized expert on all things automotive, Mike received The Hill's top-lobbyist award in 2010. An article in The Hill explains: "the unassuming Stanton is regarded as one of the industry's most effective advocates, he is extremely well known on the Hill... a walking encyclopedia on a host of industry issues." In 2008 Stanton was selected as a "Government Affairs All-Star" by Automotive News. Mike actively participates in several auto industry related boards, including the Center for Automotive Research.

For more than 30 years, Stanton represented motor vehicle manufacturers before Congress, the executive branch, and state legislatures. He served as Vice President, Government and International Affairs at the Alliance of Automobile Manufacturers. Previously he was Director of Government Affairs for the American Automobile Manufacturers Association following 11 years with the Motor Vehicle Manufacturers Association where he was responsible for federal and state issues.

Mike is a native Washingtonian and holds a Bachelor's degree from Wheeling Jesuit University and a Master's degree from George Washington University. He served as an officer in the U.S. Navy and retired as a decorated veteran of the Vietnam War.


Edward C. Tonkin Edward C. Tonkin
Edward C. "Ed" Tonkin, vice president of Ron Tonkin Dealerships, Portland, Ore., is the 2010 chairman of the National Automobile Dealers Association and represents Oregon's franchised new-car dealers on the association's board of directors.

A new car-dealer since 1981, Tonkin became a member of the National Automobile Dealers Association in 1981. He has served as chairman of the Regulatory Affairs Committee and Hyundai chairman for the Industry Relations Committee. He is also co-chair for the Oregon Automobile Dealers Association's Workers Compensation Committee. Tonkin was a member of NADA Project 2000 from 1996 through 1997, past president, vice president and secretary for the Oregon Automobile Dealers Association from 1990 through 1993. He has held positions such as past president, vice president and secretary for the Metropolitan Portland Automobile Dealers Association from 1987 through 1990. Tonkin also served on the Oregon Attorney General's Motor Vehicle Task Force.

Active in his community, Tonkin has served as volunteer for the Start Making a Reader Today Organization from 1998 through 1999, board member of the Temple Beth Israel Congregation from 1995 through 2000. He served as a board member of the Portland Metropolitan Sports Authority from 1995 through 2000. He currently serves as a board member for Metropolitan Family Service and has been active on their board since 1997.
