A Practical Path to Net-Zero Diesel Engine Emissions

The Southern California economy depends on diesel engines for transportation and to move its material resources and products.
Los Angeles is the seventh largest port in the world handling containerized shipping. Over $100 billion in cargo is handled annually.
- Army Corps of Engineers, Jan 26, 2010
In compliance with EPA Tier 4 standards which will be required on new locomotives starting in 2015, a diesel locomotive puts out six times the NOx and 3.5 times the particulates as a 2010 heavy duty truck. Tier 4 is not clean enough for serious non-attainment areas such as the Central Valley and the South Coast of California; these areas are looking for Zero Emissions. To attain it, local governments are considering conversion of commuter rail lines to be all-electric powered. GO Transit studies of several routes in southern Ontario, Canada estimate an average electrification cost to be $10 million/mile. CalTrain, a San Francisco, CA commuter line, has estimated a cost of at least $600 million to electrify 56 miles of track; an average of $10.7 million/mile. Using the lower GO Transit estimate, it would cost Los Angeles Metrolink over $5 billion to electrify its 512 miles of track.
In a technical presentation from 07:00-08:00 p.m. at CSULA, Dave Cook from Energy Conversions, Inc. will describe a practical, affordable approach to meeting this challenge that can be rapidly implemented. Commuter rail, the target market for demonstrating this approach, is selected for its captured fleet and commuter rail duty cycle. Once the technology is successfully demonstrated, it can be scaled and reused for other diesel engine applications.
Dave Cook is proposing a compressed natural gas (CNG) powered hybrid diesel solution that would cost $300 million to convert forty-five Metrolink diesel engines and build the two CNG stations required. That cost is less than 6% of the electrification cost, and the solution could be implemented in a shorter time frame. Additional benefits of the proposed CNG/Hybrid approach are: 75% fuel cost reduction and twice the acceleration over current diesel systems.
Schedule and Location
On Thursday, 13 December, Dave will present the details of this intriguing conversion and system integration project. The schedule for the evening at CUSLA is as follows:
06:00 Social hour with snacks and beverages
07:00 Announcements, speaker introduction and presentation
08:00 Adjournment
Parking is in lot 5. The meeting is in the Golden Eagle ballroom which is located in the Bookstore, Conference Center, etc. complex. Use the map to locate these places.

The presence of plug-in hybrid and electric vehicles on Southern California roads is increasing. Electric vehicle support equipment (EVSE) is needed to charge the batteries of these vehicles. Standards, components, procedures and training now being developed will enable availability of the uniform, compatible, low-cost charging stations that are required.
Rich Byczek, Intertek Global Technical Lead for Electric Vehicles and Energy Storage, will describe what is needed and present a roadmap that identifies the pertinent North American electric vehicle standards and certification schemes and describes how they apply to electric vehicle and EVSE systems. The presentation will be given at California State University, Los Angeles. A networking/social hour accompanied by beverages and hors d'oeuvres will precede the presentation.
Rich has over 17 years experience in product validation, electromagnetic compatibility testing, and automotive product development. He is the chair of the SAE Battery Test Equipment committee and sits on several performance and safety standards committees related to batteries and electric vehicle systems. Rich holds a Bachelor of Science degree in Electrical Engineering from Lawrence Technological University.

This presentation is a road map to show how present day gas turbines and microturbines can evolve into multi-pressure ICRs that are superior to diesels in fuel consumption and cost while eliminating turbo lag. Virtually all of the technologies currently exist and no new manufacturing techniques are needed. When high-efficiency microturbines are produced in automotive quantities, cost will be low enough for significant penetration of natural gas-fueled versions into stationary markets as well.
