This is intended to provide information and guidance for scheduled passenger and cargo air carriers, as well as for training providers. Rationale MPL is in use in countries on four continents. Other countries on those continents and elsewhere are researching MPL further before establishing MPL or similar training programs. There is a thirst for data and understanding. This document advances understanding and data standardization by clarifying what MPL is, and what it is not.
