Memorandum for Departmental Standardization Offices (DepSO)
Subject: Policy Memo 98-6, Performance Specification Reviews As a result of a decision by the Defense Standardization Council, preparing activities are to send copies of all draft performance specifications to the Defense Standardization Program Office (DSPO) as part of the coordination process. The address for DSPO is:
DSPO should be considered just another participant in the coordination process as outlined in DoD 4120.3-M. If DSPO does not respond to the draft performance specification within the coordination period, you may assume concurrence. Your authorized performance specification certifiers still have the final approval authority, but as required by DoD 4120.3-M, all essential comments must be resolved prior to approval. Preparing activities no longer must send copies of approved performance specifications to DSPO, as required by paragraph 3 in the attachment to Policy Memo 95-2A. This policy change is effective immediately.
