This paper describes those elements of a personalized airborne transportation system that are necessary and sufficient to make it usable in the future by a significant portion of the world's population. This system, which includes "powered lift aircraft" called volantors and the infrastructure in which they operate, must meet the user's personal needs while concurrently meeting societal needs as well
