Monday Keynote

Rich Freeland

President and Chief Operations Officer, Cummins Inc.

Rich Freeland joined Cummins in 1979, one day after graduating from Purdue University, as a foreman at the Cummins Parts Distribution Center in Columbus, IN, where he managed second-shift operations. He assumed the role of Industrial Engineer in 1981 at the same location and General Foreman in 1984. Throughout his career, Freeland has held a number of positions, including Plant Manager, Vice President of Purchasing, and President of three of the company’s business segments.  Since 2014, Freeland has served as Cummins' President and Chief Operations Officer, bringing a unique perspective to the position after having led three of the five Cummins business segments. Throughout his nearly 40 years at Cummins, he has seen the company expand globally, growing from $1.7 billion in sales in 1979 to more than $20 billion in 2017. Freeland also serves on Cummins’ Board of Directors, as well as the boards of Valvoline and the National Association of Manufacturers.

Giorgio Rizzoni

Professor of Mechanical and Aerospace Engineering and of Electrical and Computer Engineering at The Ohio State University

Giorgio Rizzoni, the Ford Motor Company Chair in ElectroMechanical Systems, is a Professor of Mechanical and Aerospace Engineering and of Electrical and Computer Engineering at The Ohio State University (OSU). He received his B.S. (ECE) in 1980, his M.S. (ECE) in 1982, his Ph.D. (ECE) in 1986, all from the University of Michigan. Since 1999 he has been the director of the Ohio State University Center for Automotive Research (CAR), an interdisciplinary university research center in the OSU College of Engineering.  His research activities are related to modeling, control and diagnosis of advanced propulsion systems, vehicle fault diagnosis and prognosis, electrified powertrains and energy storage systems, vehicle safety and intelligence, and sustainable mobility. He has contributed to the development of graduate curricula in these areas, and has served as the director of three U.S. Department of Energy Graduate Automotive Technology Education Centers of Excellence: Hybrid Drivetrains and Control Systems (1998-2004), Advanced Propulsion Systems (2005-2011, and Energy Efficient Vehicles for Sustainable Mobility (2011-2016). Between 2011 and 2016 he served as the OSU Site Director for the U.S. Department of Energy China-USA Clean Energy Research Center - Clean Vehicles. He is currently leading an ARPA-E project in the NEXTCAR program.  During his career at Ohio State, Prof. Rizzoni has directed externally sponsored research projects funded by major government agencies and by the automotive industry in approximately equal proportion.  Prof. Rizzoni is a Fellow of SAE (2005), a Fellow of IEEE (2004), a recipient of the 1991 National Science Foundation Presidential Young Investigator Award, and of many other technical and teaching awards.

Franklin R. Chang Díaz, Ph.D.

Chairman and CEO, Ad Astra Rocket Company

Franklin Chang Díaz, Ph.D., is Chairman and CEO of Ad Astra Rocket Company, a U.S. firm developing advanced plasma rocket technology and applications in sustainable energy with operations in Webster, TX, and Guanacaste, Costa Rica. Chang Díaz founded Ad Astra in 2005 after a 25-year career as a NASA astronaut. A veteran of seven space missions, he has logged more than 1600 hours in space, including 19 hours in three space walks. In 1994, in conjunction with astronaut training at NASA, he founded and directed the Advanced Space Propulsion Laboratory (ASPL) at the Johnson Space Center to develop the physics of the VASIMR® rocket engine. Chang Díaz holds a Ph.D. degree in applied plasma physics from MIT and a bachelor’s degree in mechanical engineering from the University of Connecticut. He is Adjunct Professor of Physics at Rice University and the University of Houston. Chang Díaz serves on the Board of Directors of Cummins Inc. and EARTH University. He also leads “Strategy for the XXI Century,” a master plan aimed at transforming Costa Rica into a fully developed nation by 2050.

Coffee and CARB Update

Kim A. Heroy-Rogalski

Chief, Mobile Source Regulatory Development Branch

Kim is Chief of the Mobile Source Regulatory Development Branch at the California Air Resources Board (CARB).  Her branch’s current projects include CARB’s heavy-duty NOx omnibus rulemaking, the next generation of emission standards for heavy-duty engines, and development of a comprehensive heavy-duty inspection maintenance program (a “smog check” for heavy-duty trucks).  Some of her team’s recent projects include developing California’s Phase 2 greenhouse gas standards for heavy-duty engines and trucks, and revisions to ARB’s periodic smoke inspection and heavy-duty vehicle inspection program.

At CARB for 21 years, Kim has worked on planning, emissions inventory, and rulemaking, and led CARB’s in-use off-road diesel vehicle program for a decade.   Prior to joining CARB, Kim worked for Radian Corporation as an air quality consultant. She holds a B.S. in Environmental Engineering Science from the Massachusetts Institute of Technology, and a M.S. in Civil Engineering from the University of California at Berkeley, and is a registered Professional Engineer in California.

Carla Bailo

President and CEO, Center for Automotive Research

Carla Bailo is a leader in engineering and vehicle program management, with 35 years of experience in the automotive industry. As the Center for Automotive Research (CAR) President and CEO, she leads the overall mission, manages day-to-day business, and is the face for the automotive industry in several venues. In her role prior to CAR, she was Ohio State University’s Assistant Vice President for Mobility Research and Business Development. In this role, she accelerated the university’s sustainable mobility and transportation innovation, while integrating related research and education across Ohio State’s academic units. She also led Ohio State’s involvement as the primary research partner for Smart Columbus, a $140 million program to transform central Ohio into the nation’s premier transportation innovation region. Bailo was the 2016-2018 Vice President of Automotive for SAE International. She has 35 years of experience in the automotive industry, including 25 years at Nissan. In her most recent role at Nissan, she served as Senior Vice President of Research and Development for Nissan North America Inc.
