Operational Employment Criteria (A Space Age Management Tool) 640590
The major thesis of this paper is that management of an ICBM or space system must be preplanned; that management by reaction has no place in such systems. Martin-Denver’s experience with developing Titan II use plans is described, and the value of this preplanning is analyzed and compared with conventional methods of management by reaction. The advantages of use plans for future programs are discussed in terms of the following three questions:
When in the program should use plans appear, and why?
How should use plans be used during system development?
What should be the final disposition of use plans?
