This paper provides an overview of the way the legal system approaches problems of risks created by consumer products. It reviews the concepts applied by both the civil liability and the regulatory systems, and conveys some sense of how the law reached its present state. Its conclusion is that neither system has developed any coherent approach to determining acceptable levels of risk.
