The purpose of this report is to illustrate to airfield and airport authorities the need for timely, accurate information regarding actual or planned changes to the physical airfield, recognize the changes in regulatory requirements in flight training, specifically visual database elements used in simulation, identify critical data elements for designing visual databases, and describe the elements and their uses in a simulated training environment. The list and descriptions of required visual database data elements will provide guidance to airfield and airport authorities and suppliers of data regarding minimum levels of data required to accurately create and maintain a visual representation of an airfield or other aircraft operating area. The report will also be used to provide information from airfield operators and managers concerning physical changes or additions to runways, taxiways, land-side gates, and the surrounding area.

This is not a complete primer on the subject but is intended to give the reader a basic understanding of export issues in the flight simulation and training industry. To serve the widest audience, a worldwide view is taken; however, as the U.S. regulations and requirements are considered the widest reaching, these are given the majority of attention in the text. This document does not serve the purpose of discussing Intellectual Property (IP), classified information, or specific logistics of any of these processes. However, it should be known that the concepts and tenets in this document may be applied to IP issues in very similar examples. Furthermore, this document is not all inclusive of every issue that may be evident in a technology transfer event. The intricacies of export control are complex and are not attempted to be fully defined here.

The intent of this standard is to provide guidance so the documentation provided with the Flight Simulation Training Device (FSTD) reflects and describes the delivered FSTD, including the description and definition of third party equipment and content. In the context of documentation guidance found in this report, the term FSTD is meant to include all levels of flight simulation devices. The documentation described herein is required for the operator to independently support the FSTD in the maintenance, operation, and update of the device throughout the lifetime of the device. This report describes a superset of a possible range of documentation involved in the initial delivery or an update of a FSTD. The deliverable documentation set for a particular FSTD may vary depending on the level of device (e.g., flat panel trainer versus a full flight simulator) as well as issues related to intellectual property, export compliance, technical requirements, and/or contractual agreements.
