A Primer on Regulations and Liability Considerations for HAV’s

Potential regulations surrounding the development, testing and commercial launch of Highly Automated Vehicles and possible liability exposure for the manufacturing and operation of Highly Automated Vehicles are fluid and changing areas, that will continue to evolve over the next several years. The first half of this course reviews where regulations are at the state and federal levels, what actions are currently under consideration, how current regulations will need to change to accommodate HAV’s, and how and when new regulations might be implemented. The second half covers both common law and strict liability and how it may apply to HAV’s.

Side Impact Occupant Safety and CAE

Side impact crashes account for approximately twenty-six percent of all motor vehicle fatal crashes, second only to frontal crashes, according to a report by the National Highway Transportation and Safety Administration (NHTSA). While car companies and suppliers continue to develop new technologies that make vehicles safer, NHTSA rolled out updated safety regulations (FMVSS 214) based on new research studies, making vehicle safety design more and more complex. This seminar is designed to familiarize participants with the engineering principles behind vehicle and restraint designs for occupant safety.

Note: Last day of class ends at approximately 1:00 pm According to the Federal Rules of Evidence, an expert witness is anyone who can assist the trier of fact (the jury) in understanding any issue in dispute at trial. The witness' ability to give this assistance can be derived from any specialized training, education, background, or experience. To be effective in providing this assistance, however, requires that the expert witness understand the true role that he or she is to play both before and at the trial.

Product Liability and The Engineer

Note: Last day of class ends at approximately 1:00 pm In the past few decades, product liability law has dramatically changed the manufacturer's outlook in the design and manufacture of product. The concept of safety and reliability has been altered from a purely engineering/manufacturing concept to a legal/manufacturing approach. This new approach requires an understanding of legal concepts as related to the manufacturing and design process. The engineer's role has shifted to include a safety audit analysis to minimize the existence of a product defect and/or to defend the product in a way that is responsive to the legal concerns.

Tire and Wheel Safety Issues

One of the most important safety critical components on cars, trucks, and aircraft is the pneumatic tire. Vehicle tires primarily control stopping distances on wet and dry roads or runways and strongly influence over-steer/under-steer behavior in handling maneuvers of cars and trucks. The inflated tire-wheel assembly also acts as a pressure vessel that releases a large amount of energy when catastrophically deflated. The tire can also serve as a fulcrum, both directly and indirectly, in contributing to vehicle rollover. This seminar covers these facets of tire safety phenomena.

The manner in which a motor vehicle fire is initiated and subsequently spreads is dependent on a number of complex, interdependent, phenomena including combustion kinetics, heat transfer and fluid dynamics. Because the damage caused by a fire is coupled to these phenomena, damage patterns can sometimes be used to understand certain characteristics about the fire. In many cases, the goal is to determine the cause and origin of the fire.

Recent advances in commercial vehicle equipment have increased the potential for incident-related data to be recorded surrounding a collision event. What some have called a "black box" is more properly referred to as a Heavy Vehicle Event Data Recorder (HVEDR) as defined by the SAE J2728 HVEDR Recommended Practice. The term HVEDR is used to describe any type of electronic function that has the capability of storing data surrounding a defined event within an electronic control module found on a heavy truck or bus and that communicates on the SAE J1939 or J1587/J1708 data communications protocol.

Review of Parameters Affecting Stability of Partially Filled Heavy-Duty Tankers

Partially filled tanker trucks are susceptible to rollover instabilities due to fluid sloshing. Due to the catastrophic nature of accidents involving the rollover of tanker trucks, several investigations have been conducted on the parameters affecting stability of partially filled heavy-duty tankers. Since stability of heavy-duty tankers undergoing on-road maneuvers such as braking, and/or lane changing has been an issue that concerned many researchers for a long time, a literature review has been conducted which underlines the most important contributions in this field. This review covers work done in the field of fluid-structure interaction, yaw and roll stability of heavy-vehicles, and fluid-vehicle dynamic interaction. In addition, vehicle stability issues are addressed such as jack-knifing, side slipping, vehicle geometry and container geometry among others.

A Three Year Comparison of Natural Gas and Diesel Transit Buses

This report details the experiences of two California public transit agencies that replaced aging diesel buses with new compressed natural gas (CNG) buses in 1994. The operating characteristics and costs of 170 natural gas buses are compared with 73 older diesel buses. The natural gas bus fleets have operated well and led to cost reductions in both fleets. The findings are particularly significant because both Sacramento Regional Transit District (RT) and SunLine Transit Agency have been using the same engine-chassis configuration, thus enabling a valid method to combine cost data for a large sample fleet of buses. The data indicate that labor for diesel equipment was almost twice that for CNG vehicles, parts were 25% more and fuel costs were nearly double. In 1997, CNG buses saved RT over $1 million in fuel, maintenance, parts and hazardous waste disposal, a 38% per mile reduction over the cost of their older diesel buses.

Optimal Tank Geometry to Enhance Static Roll Stability of Partially Filled Tank Vehicles

A generic tank cross-section is formulated to describe the geometry of currently used tanks in transportation of fuel oils and bulk liquids, and to explore optimal tank geometry for enhancement of roll stability limit of tank vehicle combinations. The tank periphery, composed of 8 circular arcs symmetric about the vertical axis, allows more design flexibility in view of the roll stability limits than the conventional tank shapes. A shape optimization problem is formulated to minimize the overturning moment imposed on the vehicle due to c.g. height of the liquid load, and the lateral and vertical movement of the liquid bulk within the partly filled tank. Different optimal tank cross-sections are proposed corresponding to varying fill conditions, while the total cross-sectional area, overall height and overall width are constrained to specified values.

Estimating the Expected Effectiveness of Enhanced Ground Proximity Warning Systems in Reducing Controlled Flight Into Terrain by Aircraft Operating under Part-135

In order to reduce “Controlled Flight Into Terrain” (CFIT) accidents the FAA proposed, in 1998, the regulation that Enhanced Ground Proximity Warning Systems (EGPWS) should be installed in all turbine powered aircraft with 6 or more seats for passengers, operating under Federal Aviation Regulation Part-135 (commuter and charter operations). We analyzed all Part-135 crashes of this type using NTSB aviation accident data from 1983 to 1998. There were 15 crashes involving CFIT. We asked 26 experienced pilots to examine the brief narratives of the crashes and to estimate the probability that had the aircraft been equipped with EGPWS, the crews would have avoided the crashes. Based on the ratings, the median probability that Part 135 crashes would be avoided using EGPWS was 59%. We describe the nature of the crashes, the human factors involved and the reasons why the enhanced terrain warning is only partly effective.
