Develop an AS for the minimum performance requirements for tracking devices that are utilized to track the location and other environmental conditions of a piece of equipment that will be transported on-board an aircraft, .i.e ULD, TCC, FRC. The AS will define test requirements or regulation that a device will need to meet to demonstrate no impact to its use on-board an aircraft operation and its crew. The goal would be to request a TSO be developed based on this new standard.

This SAE Aerospace Recommended Practice (ARP) provides guidelines for the effective operation and use of fire containment covers (FCCs). Technical Standard Orders (TSOs) C203 and C90e (and later revisions) incorporate AS6453, and provide the Minimum Performance Standards (MPS) for an FCC design. The net and pallet used with the FCC must be approved using the updated net and flammability requirements in TSO C90e and later revisions. However, fire containment performance also requires this equipment is properly used. Fire safety is compromised when FCCs are used in an inadequate manner.

The pallet/net combination are used in freighter versions of certificated aircraft equipped to provide restraint to pallets tested to the requirements of NAS 3610 Class II restraint system. The minimum essential criteria are identified by use of the key word "shall". Recommended criteria are identified by use of the key word "should", and while not mandatory, are considered to be primary importance in providing serviceable, economical, and practical air transport pallet nets. Deviation from recommended criteria should occur only after careful consideration, extensive testing, and thorough service evaluation have shown alternate methods to be satisfactory.
