This document intends to provide the reader with an overview of the importance of export control along with general information to consider. This is not a complete primer on the subject but is intended to give the reader a basic understanding of export issues in the flight simulation and training industry. To serve the widest audience, a worldwide view is taken; however, as the U.S. regulations and requirements are considered the widest reaching, these are given the majority of attention in the text. This document does not serve the purpose of discussing Intellectual Property (IP), classified information, or specific logistics of any of these processes. However, it should be known that the concepts and tenets in this document may be applied to IP issues in very similar examples. Furthermore, this document is not all inclusive of every issue that may be evident in a technology transfer event. The intricacies of export control are complex and are not attempted to be fully defined here.

This report sets forth the general philosophy and basic design guidance for using aircraft equipment (hardware and/or software) in training devices. It specifies unique simulator functions that shall be supported by this equipment. A goal of this report is to promote common understanding between aviation and simulation groups for the use of aircraft equipment in training devices. Use of this document is recommended for any new or derivative aircraft or retrofit of a system to an existing aircraft, where aircraft hardware or software may be used in the associated training device. Airframe manufacturers and aircraft equipment designers are encouraged to take advantage of this guidance information, starting in the earliest phases in the design of aircraft equipment by defining requirements to be compliant with the simulator functions capabilities; i.e., to be compliant with this report.

This standard sets forth general philosophy and design guidance for using aircraft avionics equipment in simulators. Its goal is to improve simulator training by providing a better understanding among avionics designers, simulator designers, airframe manufacturers and airline simulator users in the use of aircraft avionic equipment in flight simulators. Full flight simulator, cockpit procedure trainer, cockpit system simulator or fixed base simulator, part task trainer (e.g., flight management system trainer), and maintenance training simulator guidance is included.
