Allen Lyons

Chief, Emissions Certification and Compliance Division (ECCD), California Air Resources Board

Allen began work with the California Air Resources Board in 1990.  He managed OBD II regulatory development and implementation, including certification of manufacturers’ OBD II systems and enforcement, until 2000.  In 2000, Allen moved into overseeing ARB’s new vehicle and engine certification programs, and was Chief of the Mobile Source Operations Division from 2002 to 2006.  From 2006 until April 2019, Allen returned to work on OBD II issues, particularly those involving inspection and maintenance (Smog Check) and OBD communications standards development.  In April of this year, Allen became Chief of the Emission Certification and Compliance Division, where he has oversight of CARB’s programs for vehicle/engine certification, in-use compliance, aftermarket parts, and OBD.  Allen holds a degree in Electrical Engineering from Cal State Fullerton.

Presentation: Current Perspectives on OBD

The presentation will provide an overview of the current status of California's air quality and its plans for meeting ambient standards.  Within that context,  there will be a focus on the role that OBD is playing in addressing air quality needs, what current data is telling us, and what the future may hold for improvements and new concepts.
