Update ARP4296 by AS4296. AS1581 and AS1582 were slated for stabilization. However, the committee felt it necessary to revise stds that specified ARP4296 as the ARP is only a recommendation. Specifying AS4296 now makes the use of this document a requirement.
Additional changes:
1- Update QPL note
2- Remove QPL implementation note as we have passed the date specified.
3- Add 'Previous revisions can be used until depletion note'
Rationale: Referenced standard ARP4296 updated to current AS4296. Update Procurement Specification QPL note to current verbiage. Remove QPL requirement date as the required date has now passed. Inventory disposition note added.
