An Earned Value Management System (EVMS) for integrated program management will effectively integrate the work scope of a program with the schedule and cost elements for optimum program planning and control. The primary purpose of the system is to support integrated program management. The system is owned by the organization and is governed by the organization’s policies and procedures.
Rationale:
Since the initial publication of the EIA-748 EVMS Standard 20 years ago, there have been significant advancements in tools and lessons learned from stakeholders who have implemented the Standard. It is now time to update the Standard in order that it remains relevant to all the stakeholders.
The major purpose of this update is to revise and consolidate the 32 EVMS Guidelines (Section 2) and update the EVMS Process Discussion (Section 3) to reflect current program management needs for the next reaffirmation cycle of the EVMS Standard. The remaining Sections will also be updated as needed.
