General Agreement: Material Specification Template

Create a template for material specifications that provides the minimum recommended details that should be included in all material specifications. This will not be material specific but will be general in scope and can be used as guidance/a baseline for material specification drafting, but may not include all aspects that should be included in a specific material specification.
Rationale: Provide guidance and a starting point for sponsors drafting material specifications. Create a baseline of what is expected to be included in a material specification in an effort to improve the quality of all material specifications as well as correlate content to other specifications such as AMS 7032, AMS 7003, etc and requirements by outside entities such as MMPDS.
