This Technical Report will offer enhancements that may be applied to V2X standards, addressing new use cases that require high levels of position accuracy, reliability, and integrity. New messages may also be created to integrate high-precision GNSS receivers and other positioning systems.
Rationale: To mitigate issues associated with relying solely on GNSS given critical requirements and J2945 series of standards lacking any concrete recommendations for positioning other than GPS/GNSS. Some common examples:
* Illegal, but widespread, GNSS jamming and spoofing devices.
* Satellite outages and atmospheric phenomena that lead to degradation of GNSS performance.
* Satellite geometry leads to reduced accuracy in the vertical dimension.
* Multipath GNSS signal propagation in indoor, urban and dense urban environments lead to position errors and/or availability issues.
