Rationale: This Recommended Practice provides an industry-approved and peer-reviewed document pertaining to the proper processes to (1) become a registered wheel supplier, (2) become an approved testing facility or laboratory, and (3) obtain and maintain a declaration of conformity (or conformity assessment) for a wheel design when testing per SAE J2530. This Recommended Practice provides an efficient, competently conducted, market-oriented conformity assessment using common requirements. It also makes requirements and procedures open and transparent to all applicants with equal treatment, establishes the guidelines to make the process prompt and efficient, and ensures accurate and timely status on a given wheel regarding its conformity assessment. Lastly, it undertakes reasonable surveillance procedures to ensure continued conformity of the product to the herein stated requirements (See ANSI NCAP). The process and main elements of this conformity assessment program use the main elements of product certification and statistical methods used across the industry and well documented on several ISO guides and standards. The systematic surveillance activities are the basis for maintaining the validity of the statement of certification (see ISO 17000). This SAE Recommended Practice is intended as a guide towards standard practices and is subject to change to keep pace with experience and technical advances.
