Testing & Validation of SPaT information broadcast from Connected Intersections to support in-vehicle Red Light Violation Warning

This document provides the necessary testing & validation methodology to verify the accuracy and utility of SPaT to support red light violation warning by defining:
1. Connected intersections performance criteria to meet needs of the in-vehicle application addressing message accuracy, latency, stability and reliability of information flow.
2. Test procedures and tools to determine how accurate the broadcast SPaT message data are relative to the actual signal controller actions for phase start time and the duration.
This report also contains the following:
1. Analysis of the accuracy of broadcast SPaT message relative to the actual signal controller actions for phase start time and the duration.
2. Analysis of the information processing latency of each link of the data flow across multiple devices for common connected intersection configurations.
3/ Analysis of the stability and reliability of the information flow to connected vehicles.
Rationale: A common methodical approach to connected intersection performance assessment involving test cases and procedures, test tools and analysis techniques is needed to verify infrastructure-based broadcast of SPaT messages.
