Onboard Unit Standard for Connected Vehicles

This document defines the requirements for connected-vehicle onboard units for vehicles ranging from bicycles to light duty vehicles, buses, emergency vehicles, and heavy commercial vehicles. It addresses multiple mandatory and optional interfaces, including V2X and other wireless interfaces. Additional interfaces that support security and in-vehicle communications are also addressed.
The scope further includes multiple architecture options and corresponding application, hardware and security requirements. An Onboard Unit focused J2735 ASN.1 build is also distributed in concert with this document to ensure interoperable data exchange and data structures for information exchanged with other OBUs and Roadside Units. OBU developers and users will be able to directly apply this document to conformance certification programs, and security certificate authorities will be able to use it for the purpose of issuing certificates to trusted OBUs.
Finally, performance requirements are specified to provide confidence in the data sent by OBUs to other external systems. Some architectures and applications have more stringent performance requirements than others, so the document defines the corresponding performance requirements either by specifying them directly or including them by reference to other documents. The final FCC Report and Order for use of the 5.9 GHz V2X safety frequency band also influences the OBU performance requirements, including the use of geofencing for OBUs capable of higher power.
Rationale: This standard provides common requirements for developers and users of onboard units to facilitate interoperability and interchangeability. Other standards such as SAE J2735, the J3161 family of documents, J3315, J2945/B and CTI 4501 are referenced for requirements that have already been developed in other documents and can be directly applied to conformant OBUs. Non-SAE standards are also referenced in cases where features and functionality from other SDO documents can be applied.
