This SAE Standard provides test procedures, requirements, and guidelines for stop lamps intended for use on vehicles of less than 2032 mm in overall width.

Section 7.1.2.1 Turn signal has priority since typically there are two other stop lamps to signal deceleration or a stopped vehicle.
7.1.2.2 Stop lamp must take priority over hazard warning signal since stop lamp indicates a decelerating or stopped vehicle whereas hazard warning may indicate a vehicle traveling less than posted minimum speed.
