Comparative Performance Testing of Passenger Cars Relative to Fmvss 214 and the Ue 96/Ec/27 Side Impact Regulations: Phase I

Based on a long recognized need, the National Highway Traffic Safety Administration (NHTSA) has begun to reexamine the potential for international harmonization of side impact requirements. To this end, NHTSA, as directed by the U.S. Congress, has recently submitted a report to the Congress on the agency plans for achieving harmonization of the U.S. and European side impact regulations. The first phase of this plan involves crash testing vehicles compliant to FMVSS 214 to the European Union side impact directive 96/27/EC. This paper presents the results to date of this research. The level of safety performance of the vehicles based on the injury measures of the European and U.S. side impact regulations is assessed.

Closed Loop Steering System Model for the National Advanced Driving Simulator

This paper presents the details of the model for the physical steering system used on the National Advanced Driving Simulator. The system is basically a hardware-in-the-loop (steering feedback motor and controls) steering system coupled with the core vehicle dynamics of the simulator. The system's torque control uses cascaded position and velocity feedback and is controlled to provide steering feedback with variable stiffness and dynamic properties. The reference model, which calculates the desired value of the torque, is made of power steering torque, damping function torque, torque from tires, locking limit torque, and driver input torque. The model also provides a unique steering dead-band function that is important for on-center feel. A Simulink model of the hardware/software is presented and analysis of the simulator steering system is provided.

Large school bus safety restraint evaluation

This paper describes ongoing research conducted by the National Highway Traffic Safety Administration (NHTSA) to evaluate the potential of safety restraints on large school buses. School bus transportation is one of the safest forms of transportation in the United States. Large school buses provide protection because of their visibility, size, and weight, as compared to other types of motor vehicles. Additionally, they are required to meet minimum Federal Motor Vehicle Safety Standards (FMVSS) mandating compartmentalized seating, emergency exits, roof crush and fuel system integrity, and minimum bus body joint strength.

Pedestrian head impact testing and PCDS reconstructions

Pedestrian research and testing at the NHTSA Vehicle Research and Test Center has recently focused on assessment of proposed ISO and EEVC head impact test procedures, and extension of these procedures to additional vehicle frontal surfaces. In addition to test parameter sensitivity evaluation, reconstruction of PCDS (Pedestrian Crash Data Study) cases with laboratory impact tests and computer simulations has been conducted. This paper presents the results of this research.

NHTSA'S crashworthiness modelling activities

NHTSA uses a variety of computer modelling techniques to develop and evaluate test methods and mitigation concepts, and to estimate safety benefits for many of NHTSA's research activities. Computer modeling has been particularly beneficial for estimating safety benefits where often very little data are available. Also modeling allows researchers to augment test data by simulating crashes over a wider range of conditions than would otherwise be feasible. These capabilities are used for a wide range of projects from school bus to frontal, side, and rollover research programs. This paper provides an overview of these activities. NHTSA's most extensive modeling research involves developing finite element and articulated mass models to evaluate a range of vehicles and crash environments. These models are being used to develop a fleet wide systems model for evaluating compatibility issues.

NHTSA'S research program for vehicle aggressivity and fleet compatibility

This paper presents an overview of NHTSA's vehicle aggressivity and fleet compatibility research activities. This research program is being conducted in close cooperation with the International Harmonized Research Agenda (IHRA) compatibility research group. NHTSA is monitoring the changing vehicle mix in the U.S. fleet, analyzing crash statistics, and evaluating any implications that these changes may have for U.S. occupant safety. NHTSA is also continuing full-scale crash testing to develop a better understanding of vehicle compatibility and to investigate test methods to assess vehicle compatibility.

This paper describes computer crash simulations performed by the National Highway Traffic Safety Administration (NHTSA) under the current research and testing activities on large school bus safety restraints. The simulations of a frontal rigid barrier test and comparative dynamic sled testing for compartmentalization, lap belt, and lap/shoulder belt restraint strategies are presented. School bus transportation is one of the safest forms of transportation in the United States. School age children transported in school buses are safer than children transported in motor vehicles of any other type. Large school buses provide protection because of their size and weight. Further, they must meet minimum Federal motor vehicle safety standards (FMVSSs) mandating compartmentalized seating, improved emergency exits, stronger roof structures and fuel systems, and better bus body joint strength.

Design of Temperature Insensitive Ribs for Crash Test Dummies

The Isodamp damping material (also known as Navy Damp) used in the ribs of current crash test dummies provides human-like damping to the thorax under impact. However, the range of temperature over which it can be used is very small. A new rib design using laminates of steel, fiberglass, and commercially available viscoelastic material has been constructed. Load-deflection response and hysteresis of the laminated ribs were compared with corresponding conventional ribs fabricated from steel and Isodamp. Impact tests were conducted on laminated and conventional ribs at 18.5° C, 22.2° C and 26.6° C. Results indicate that the response of the laminated ribs is essentially the same as that of the ribs with Isodamp at 22.2° C, which is the operating temperature of the conventional ribs. The variation in the impact response of the newly developed laminated ribs in the temperature range of 18.5° C to 26.6° C was less than 10%.

A Statistical Analysis of Vehicle Rollover Propensity and Vehicle Stability

This report documents the accident data collection, processing and analysis methodology used by the National Highway Traffic Safety Administration (NHTSA) in a major agency agency investigation of the rollover propensity of light duty vehicles. Specifically, these efforts were initiated in response to two petitions for rulemaking requesting the development of a standard for rollover stability. Logistic regression models were used to investigate the ability of a number of stability measures to predict vehicle rollover propensity, while accounting for a number of driver and environmental factors. It is not the intent of this paper to document formal agency policy in the area of any possible rulemaking efforts, and as such, references to these activities are not discussed. The reader can obtain information on this activity through normal agency procedures.

Measurement and Modeling of Tire Forces on a Low Coefficient Surface

There exists a fairly extensive set of tire force measurements performed on dry pavement. But in order to develop a low-coefficient of friction tire model, a set of tire force measurements made on wet pavement is required. Using formulations and parameters obtained on dry roads, and then reducing friction level to that of a wet road is not sufficient to model tire forces in a high fidelity simulation. This paper describes the process of more accurately modeling low coefficient tire forces on the National Advanced Driving Simulator (NADS). It is believed that the tire model improvements will be useful in many types of NADS simulations, including ESC and other advanced vehicle technology studies. In order to produce results that would come from a road surface that would be sufficiently slippery, a set of tires were shaved to 4/32 inches and sent to a tire-testing lab for measurement.

Strategies for Passenger Car Designs to Improve Occupant Protection in Real World Side Crashes

The National Highway Traffic Safety Administration (NHTSA) upgraded the side impact protection requirement in Federal Motor Vehicle Safety Standard (FMVSS) No. 214 and added dynamic requirements to reduce the likelihood of thoracic injuries in side crashes. As part of the agency's research in developing the requirements of the standard, NHTSA developed a mathematical model for simulation of side impacts. This paper investigates the overall safety performance, based on Thoracic Trauma Index (TTI) as the criteria for passenger cars in real world side crashes, with the aid of the simulation model. A Thoracic Trauma Index Factor (TTIF) is utilized to compare relative safety performance of passenger cars under various conditions of impact. The concept of relating energy dissipation in various side structure and padding countermeasures is used to develop a family of curves that are representative of a design platform.

A Review of Motor Vehicle Glazing-Related Ejection Injuries

A review was conducted of injuries associated with ejection through motor vehicle glazing, using the 1988 through 1991 National Accident Sampling System data maintained by the National Highway Traffic Safety Administration. The review indicated that one percent of the occupants in towaway crashes were ejected and that 22 percent of fatalities in towaway crashes were ejected. Fifty-three percent of complete ejections were through the glazing openings in motor vehicles. Current motor vehicle glazing does not contribute significantly to occupant injuries, but the effects of glazing changes on serious injuries will need to be considered.

Hardware Evaluation of Heavy Truck Side and Rear Object Detection Systems

This paper focuses on two types of electronics-based object detection systems for heavy truck applications: those sensing the presence of objects to the rear of the vehicle, and those sensing the presence of objects on the right side of the vehicle. The rearward sensing systems are intended to aid drivers when backing their vehicles, typically at very low “crawl” speeds. Six rear object detection systems that were commercially available at the time that this study was initiated were evaluated. The right side looking systems are intended primarily as supplements to side view mirror systems and as an aid for detecting the presence of adjacent vehicles when making lane changes or merging maneuvers. Four side systems, two commercially available systems and two prototypes, were evaluated.

Accelerometers Equivalency in Dummy Crash Testing

The National Highway Traffic Safety Administration has initiated research to develop performance specifications for dummy-based accelerometers in the crash test environment, and to provide criteria for defining and establishing equivalent performance among accelerometers from different manufacturers. These research efforts are within the general guidelines on transducer equivalency outlined in the current revision of the Society of Automotive Engineers recommended practice, Instrumentation for Impact Test, SAE 211/2 March 1995. Representative data from vehicle crash and component level tests have been analyzed to determine the acceleration levels and frequency content in a realistic dynamic environment for dummy-based accelerometers.

The approach involves the use of an inertial brake dynamometer, vehicle computer simulation, and vehicle test. Automotive Recorder Research - A Summary of Accident Data and Test Results

The NHTSA has developed automotive recorders which can measure crash triaxial acceleration/time histories during vehicle collisions. From these acceleration histories (recorded on a magnetic disc), velocity/time histories and velocity change during impact are derived to provide measures of vehicle crash severity. The purpose of developing these recorders is to provide accurate and quantitative relationships of vehicle crash severity with occupant fatalities and serious injuries from real-world accidents. To date, a total of 1200 disc recorders has been produced, approximately 1050 recorders have been installed in fleet vehicles, and 23 accident records have been analyzed. This paper has been prepared to present the progress made in the Disc Recorder Pilot Project as of March 31, 1974. Recorder data from accidents involving vehicles equipped with disc recorders will be discussed and compared with associated reports by accident investigators.

Subcompact Vehicle Energy-Absorbing Steering Assembly Evaluation

This paper describes the results of a 2 year study into the field accident performances of two basic designs of energy-absorbing steering assemblies. The two basic designs are the axial-collapse type of steering column used in conjunction with a shear capsule and the self-aligning energy-absorbing steering wheel mounted on a nonstroking column. The study identifies major injury causation factors for these two types of steering assemblies. The analysis was performed on 161 accident cases selected for unrestrained drivers in frontal accidents in two vehicle types.

Improving Safety Belt Acceptability to the Consumer

Currently, consumers must contend with many comfort and convenience problems whenever they use a manually operated (“active”) safety belt. Such problems are prevalent not only in older models but in new cars as well. Beginning with 1982 models, most auto manufacturers plan to install automatic safety belts to meet new Federal requirements for passive occupant protection. To reduce the likelihood of consumer rejection and non-use of automatic as well as manual belt systems, research has been conducted to develop performance specifications for improved comfort and convenience. This paper discusses specifications and criteria to improve the safety belts by reducing comfort and convenience variables for both manual and automatic systems.

Comparison of Pedestrian Kinematics and Injuries in Staged Impact Tests with Cadavers and Mathematical 2D Simulations

The paper presents a comparison of kinematic responses between the MVMA-2D and the MAC-DAN pedestrian models and pedestrian cadaver kinematics observed in staged car/pedestrian impact tests. The paper also discusses the injuries experienced in the cadaver tests. Seven cadaver specimens in the standing posture were impacted at 25 mph by two different cars: one having a steel bumper and the other having a plastic bumper. The MVMA-2D and MAC-DAN mathematical pedestrian models were employed to simulate pedestrian impacts at 25 mph by a vehicle with a stylized geometry that is similar to the vehicles used in cadaver tests. Comparison of the simulations and the cadaver tests show that both models require further refinement to be able to more accurately simulate the kinematics of the lower legs during impacts with the vehicle bumper.

A Search for Priorities in Crash Protection

This paper presents the methodology and results of an analysis of the available information on motor vehicle safety which could be used to provide a basis for establishing priorities for future Government and private sector efforts directed at enhanced crash protection. The work was stimulated by several factors: (1) 5 years have elapsed since the National Highway Traffic Safety Administration (NHTSA) published a plan for motor vehicle safety research and development, (2) motor vehicles have changed substantially over the past several years, (3) the quantity and quality of accident data and vehicle crash performance information have increased dramatically over the past 5 years, and (4) Government policies and the amount of Government and private sector resources available for future efforts are changing.
