c.) Unique VTOL Lightning Zoning considerations

Rationale: Vertical Take-Off and Landing (VTOL) aircraft have unique designs and operate under unique conditions, when compared to other aircraft. Data supporting the VTOL vehicle and airspace operating differences needs be collected. Where applicable the implications for certification and the possible updates to other SAE standards will be itemized.
