This standard is applicable to all items used for manufacturing, maintenance, and repair of aviation, space, and defense products from the raw material to the final product (e.g., aircraft, structural items, constituent assemblies, standard parts, consumables with conformity and/or safety impact). This standard considers items dispositioned as scrap in accordance with 9100-series standards’ supporting nonconformity management, corrective action, or organization decisions (e.g., obsolescence, inventory management, missing traceability documentation). The requirements specified in this standard are complementary (not alternative) to contractual and applicable statutory and regulatory requirements. Should there be a conflict between the requirements of this standard and applicable statutory or regulatory requirements, the applicable statutory or regulatory requirements take precedence.

This SAE Aerospace Standard (AS) further defines the requirements for a delegation process identified in Aerospace Quality Management System (AQMS) standards (i.e., AS9100, AS9110, AS9120). This standard establishes minimum requirements for the delegation of product verification to an organization’s suppliers; outlining requirements for the initial delegation (qualification/selection), maintenance, and removal/withdrawal of delegations.

The purpose of this SAE Aerospace Recommended Practice (ARP) is to ensure conformance for each product characteristic being verified in a lot, without maintaining information from previous lots. ARP9013/1 specifies a product acceptance system for isolated lots. For example, isolated lot sampling avoids keeping track of the normal, tightened, and reduced levels of sampling formerly used in MIL-STD-105 and currently used in ANSI/ASQC Z1.4. Because those switching rules provided significant long-term protection for product quality, these isolated lot tables replace that protection in other ways.

The purpose of ARP9013/4 is to ensure conformance for each product characteristic being verified under these methods. ARP9013/4 provides the requirements for continuous sampling, skip-lot sampling, and for statistical methods for product acceptance that do not derive from industry standard tables.

This SAE Aerospace Recommended Practice (ARP) establishes the general requirements when implementing any of the statistical product acceptance methods as defined in ARP9013/1, ARP9013/2, ARP9013/3, and ARP9013/4. This recommended practice also establishes the minimum content required to be covered in an organization’s documented procedures that govern their application of statistical product acceptance methods. These general requirements and documented procedures apply the requirements of AS9100 plus requirements for retrievability, safety/critical characteristics, quality parameters, and that these parameters protect the customer. This recommended practice is to be used in conjunction with the variety of sampling strategies, statistical techniques, and process control methods of the ARP9013/1 through ARP9013/4 recommended practices as chosen by the organization.

This procedure shall be applied by ANSI-RAB or other Accreditation Bodies to registrars that meet the criteria of 5.2 of this document, when specified by an aerospace company requiring assessment and/or registration of their quality system to the requirements of this procedure. The quality system standard shall be AS9000 or AS9100 and shall be applied to the supplier's complete Quality System that covers aerospace products.

This standard defines requirements for the preparation and execution of the audit process. In addition, it defines the content and composition for the audit reporting of conformity and process effectiveness to the 9100-series standards, the organization's QMS documentation, and customer and statutory/regulatory requirements. The requirements defined in this AIR are applicable to Accreditation Bodies (ABs), Certification/Registration Bodies (CRBs), and Original Equipment Manufacturers (OEMs), during assessment and/or certification/registration to the applicable quality management system standard to meet industry accepted practices.

This standard defines the industry-accepted requirements for the ICOP scheme, which provides confidence to ASD customers, that organizations with certification of their QMS, issued by accredited CBs, meet applicable AQMS standard requirements. The requirements in this standard are applicable to all participants in the ICOP scheme. If there is a conflict between the requirements of this standard, and customer or applicable statutory/regulatory requirements, the latter shall take precedence.

The requirements in this standard supplement those defined within the 9104/1, 9104/2, ISO/IEC 17021-1, and ISO/IEC 17021-3 standards. Data protection for the parties subject to this document and other relevant requirements of the ICOP scheme are managed via bi-lateral contracts between the joint controllers of the data.
