An Advanced Diesel Fuels Test Program

This paper reports on DaimlerChrysler's participation in the Ad Hoc Diesel Fuels Test Program. This program was initiated by the U.S. Department of Energy and included major U.S. auto makers, major U.S. oil companies, and the Department of Energy. The purpose of this program was to identify diesel fuels and fuel properties that could facilitate the successful use of compression ignition engines in passenger cars and light-duty trucks in the United States at Tier 2 and LEV II tailpipe emissions standards. This portion of the program focused on minimizing engine-out particulates and NOx by using selected fuels, (not a matrix of fuel properties,) in steady state dynamometer tests on a modern, direct injection, common rail diesel engine.

Brake Particulate Matter Emissions Measurements for Six Light-Duty Vehicles Using Inertia Dynamometer Testing

Emissions of particulate matter, or PM, due to brake wear, are not well quantified in current air pollutant emission inventories. Current emission factor models need to be updated to reflect new technologies and materials and to incorporate the effects of changing driving habits and speeds. While emission regulations drive technical innovations that are significantly reducing PM emissions in vehicle exhaust, non-exhaust automotive emissions remain unregulated. Current emission factor models need to be updated to reflect the changes caused by new technologies, materials, and speed-dependent vehicle usage. Most research regarding brake emissions relies on a laboratory setting. Laboratory testing has allowed researchers, application engineers, data modeling engineers, and environmental agencies to generate large datasets for multiple vehicle configurations and friction couple designs.

CARB Evaporative Emissions Test Program

In 1997 and 1998, the California Air Resources Board (CARB) conducted an extensive evaporative emissions test program to assess the feasibility of reducing evaporative emissions standards from the current 2 gram per test total hydrocarbon (THC) standard. Seven vehicles were tested and five modified in order to determine what emissions levels would be feasible. Emissions reductions of approximately 40% resulted from these modifications. The ARB also conducted studies of non-fuel background emissions and of emissions test variability.

California's Heavy-Duty Vehicle Smoke and Tampering Inspection Program

Emissions from heavy-duty vehicles are a major contributor to California's air quality problems. Emissions from these vehicles account for approximately 30% of the nitrogen oxide and 75% of the particulate matter emissions from the entire on-road vehicle fleet. Additionally, excessive exhaust smoke from in-use heavy-duty diesel vehicles is a target of numerous public complaints. In response to these concerns, California has adopted an in-use Heavy-Duty Vehicle Smoke and Tampering Inspection Program (HDVIP) designed to significantly reduce emissions from these vehicles. Pending promulgation of HDVIP regulations, vehicles falling prescribed test procedures and emission standards will be issued citations. These citations mandate expedient repair of the vehicle and carry civil penalties ranging from $300 to $1800. Failure to clear citations can result in the vehicle being removed from service.

Cost Effectiveness of 1985 Automobile Fuel Economy Standards

The cost effectiveness of the current automobile fuel economy standards program is evaluated. A life cycle cost analysis is used to quantify the costs and benefits of fuel economy improvements stimulated by the program. The magnitude of these improvements is estimated by measuring the difference between the standards and a baseline “no standards” case. Due to the uncertainty associated with technology cost estimates, two scenarios are developed to bound the cost of fuel economy improvement; an “optimistic” scenario using technology cost and MPG gains documented by DOT and another “pessimistic” scenario based on conservative technology cost and fuel economy estimates. A review of fuel economy legislation concludes that marginal cost effectiveness to the nation be a significant criterion for setting future fuel economy standards.

Development of Low-Emissions Small Off-Road Engines

The purpose of this project was to modify existing small off-road engines to meet ARB's originally proposed 1999 emissions standards. A particular point was to show that compliance could be attained without the need to redesign the base engines. Four high-sales volume, ARB-certified 1997 model engines were selected from the following categories: 1) handheld two-stroke engine, 2) handheld four-stroke engine, 3) non-handheld side-valve engine, and 4) a non-handheld overhead-valve engine. Engines were selected, procured, and baseline emission tested using applicable ARB test procedures. Appropriate emission control strategies were then selected and applied to the four engines. Emission reduction strategies used included air/fuel ratio optimization, and catalytic aftertreatment. Following the development of the four emission-controlled engines, final, certification-quality emissions tests were performed. All four engines met ARB's original 1999 Tier 2 emission standards after development.

Development of Truck Engine Technologies for Use with Fischer-Tropsch Fuels

The Fischer-Tropsch (FT) process can be used to synthesize diesel fuels from a variety of energy sources, including coal, natural gas and biomass. Diesel fuels produced from the FT process are essentially sulfur-free, have very low aromatic content, and have excellent ignition characteristics. Because of these favorable attributes, FT diesel fuels may offer environmental benefits over transportation fuels derived from crude oil. Previous tests have shown that FT diesel fuel can be used in unmodified engines and have been shown to lower regulated emissions. Whereas exhaust emissions reductions from these previous studies have been impressive, this paper demonstrates that far greater exhaust emissions reductions are possible if the diesel engine is optimized to exploit the properties of the FT fuels. A Power Stroke 7.3 liter turbocharged diesel engine has been modified for use with FT diesel.

Emission Control Technology to Comply with FTP Revisions

The EPA has proposed revising the Federal Test Procedure (FTP) used to evaluate compliance with emission standards. The revisions involve the addition of two new driving cycles, one of which (US06) includes high speeds and high acceleration rates. EPA has also proposed the operation of the air-conditioner on the “hot stabilized” cycle and the second (SC01) of the two new cycles. In order to meet emission standards on the new procedure, revisions to the emission control technology currently employed in cars and light trucks is required. In this study, we evaluated the range of potential changes to “engine out” emissions required, as well as requirements for catalyst improvements to withstand the higher exhaust temperatures and space velocity. Analysis of available test data suggested that power enrichment must be very nearly or completely eliminated to meet standards on the US06 test cycle.

Evaluation of Durable Emission Controls for Large Nonroad SI Engines

The Environmental Protection Agency (EPA) is developing emission standards for nonroad spark-ignition engines rated over 19 kW. Existing emission standards adopted by the California Air Resources Board for these engines were derived from emission testing with new engines, with an approximate adjustment applied to take deterioration into account. This paper describes subsequent testing with two LPG-fueled engines that had accumulated several thousand hours of operation with closed-loop control and three-way catalysts. These engines were removed from forklift trucks for characterization and optimization of emission levels. Emissions were measured over a wide range of steady-state points and several transient duty cycles. Optimized emission levels from the aged systems were generally below 1.5 g/hp-hr THC+NOx and 10 g/hp-hr CO.

Evaluation of Fluorocarbon Polymer Bag Material for Near Zero Exhaust Emission Measurement

When the California Air Resources Board (ARB) adopted automotive exhaust emission standards for Super Ultra-Low-Emission Vehicles (SULEV), new challenges were encountered for accurately measuring exhaust emissions. This is especially true for measuring NMOG emissions (NMHC and carbonyls) where the SULEV standard is 0.010 g/mi. One of the challenges in accurately measuring NMHC emissions is to find a clean sample bag material that has no or very low outgassing of hydrocarbons. Tedlar, the bag material commonly used for exhaust emission sampling, has been found to emit N,N- dimethylacetamide (DMAc), which interferes with hydrocarbon measurements and can contribute to significant error in SULEV hydrocarbon emission measurements. Several fluorocarbon materials were tested for hydrocarbon (HC) outgassing and carbon dioxide (CO2) permeation. The materials include Tedlar, Baked Tedlar, KynarFlex 2750, Baked KynarFlex 2800, Teflon FEP, TFM TFE, Tefzel, and Halar.

Evaluation of Gravimetric Method to Measure Light-Duty Vehicle Particulate Matter Emissions at Levels below One Milligram per Mile (1 mg/mile)

The California Air Resources Board (CARB) adopted the Low Emission Vehicle (LEV) III regulations in January 2012, which lowered the particulate matter (PM) emissions standards for light-duty vehicles (LDVs) from 10 milligrams per mile (10 mg/mile) to 3 mg/mile beginning with model year (MY) 2017 and 1 mg/mile beginning with MY 2025. To confirm the ability to measure PM emissions below 1 mg/mile, a total of 23 LDVs (MY pre-2004 to 2009) were tested at CARB's Haagen-Smit Laboratory (HSL) (10 LDVs) and the United States Environmental Protection Agency's (US EPA) National Vehicle and Fuel Emissions Laboratory (NVEFL) (13 LDVs) using the federal test procedure (FTP) drive schedule. One LDV with PM emissions ranging from 0.6 - 0.8 mg/mile was tested at three CARB HSL test cells to investigate intra-lab and inter-lab variability. Reference, trip, and tunnel filter blanks were collected as part of routine quality control (QC) procedures.

Evaluation of PM Measurement Precision and the Quivalency of the Single and Three Filter Sampling Methods for LEV III FTP Standards

Present motor vehicle particulate matter (PM) emission measurement regulations (Code of Federal Regulations (CFR) 40 Part 1065, 1066) require gravimetric determination of PM mass collected onto filter media from dilute exhaust. To improve the current sampling and measurement procedures for TIER 3 PM emissions standard of 3 mg/mile, CFR part 1066 adopted five alternative PM sampling options. One option of great interest is sampling the entire test using a single flow-weighed filter rather than the conventional three-filter (one filter per test phase) approach. The single filter method could lessen the time needed for gravimetric determination by reducing the quantity of filters used for a test and possibly reduce the uncertainty in gravimetric measurements, particularly at sub 1 mg/mile PM levels. This study evaluates the single filter and, to a limited extent, the 2-filter alternatives adopted in 40 CFR Part 1066.

Evaluation of an Enhanced Constant Volume Sampling System and a Bag Mini Diluter for Near Zero Exhaust Emission Testing

As automotive exhaust emission standards have become more stringent and emission control technologies have advanced over the years, accurately measuring the resulting near zero emissions has become increasingly difficult. To improve measurement accuracy, enhancements have been made to the conventional Constant Volume Sampling system (CVS) and to the analytical instrumentation This study included the evaluation of a CVS enhancement. Specifically, a prototype air filter was utilized to enhance the performance of a CVS by reducing non-methane hydrocarbons (NMHC) from dilution air at ambient temperature. Also incorporated into this study was the assessment of a Bag Mini-Dilute (BMD), a relatively new sampling system developed for measuring low-level vehicle emissions. The BMD can be used as an alternative to the CVS and has been approved for emission measurement by the United States Environmental Protection Agency (US EPA) and the California Air Resources Board (ARB.)

Evaluation of the Bag Mini-Diluter and Direct Vehicle Exhaust Volume System for Low Level Emissions Measurement

With the adoption of the California Low-Emission Vehicle Regulations and the associated lower emission standards such as LEV (Low-Emission Vehicle in 1990), ULEV (Ultra-Low-Emission Vehicle), and LEV II (1998 with SULEV-Super Ultra Low Emission Vehicle), concerns were raised by emissions researchers over the accuracy and reliability of collecting and analyzing emissions measurements at such low levels. The primary concerns were water condensation, optimizing dilution ratios, and elimination of background contamination. These concerns prompted a multi-year research program looking at several new sampling techniques. This paper will describe the cooperative research conducted into one of these new technologies, namely the Bag Mini-Diluter (BMD) and Direct Vehicle Exhaust (DVE) Volume system.

Experimental and Modeling Evaluations of a Vacuum-Insulated Catalytic Converter

Vehicle evaluations and model calculations were conducted on a vacuum-insulated catalytic converter (VICC). This converter uses vacuum and a eutectic PCM (phase-change material) to prolong the temperature cool-down time and hence, may keep the converter above catalyst light-off between starts. Tailpipe emissions from a 1992 Tier 0 5.2L van were evaluated after 3hr, 12hr, and 24hr soak periods. After a 12hr soak the HC emissions were reduced by about 55% over the baseline HC emissions; after a 24hr soak the device did not exhibit any benefit in light-off compared to a conventional converter. Cool-down characteristics of this VICC indicated that the catalyst mid-bed temperature was about 180°C after 24hrs. Model calculations of the temperature warm-up were conducted on a VICC converter. Different warm-up profiles within the converter were predicted depending on the initial temperature of the device.

Parameters Affecting Direct Vehicle Exhaust Flow Measurement

As SULEV emission regulations approach, the bag mini-diluter (BMD) technology is gaining acceptance as a replacement for the existing constant volume sampler (CVS) for SULEV exhaust emission measurement and certification. The heart of the BMD system is the direct vehicle exhaust (DVE) flow measurement system. Due to the transient nature of vehicle exhaust during a standard FTP emission test cycle, the DVE must be capable of rapid and accurate response in order to track these varying exhaust flow rates. The DVE must also be robust enough to accurately measure flow rate despite variations in exhaust gas composition, pulsation effects, and rapid changes in both exhaust temperature and pressure. One of the primary DVE systems used on BMDs is the E-Flow, an ultrasonic flow meter manufactured by Flow Technologies, Inc.

Three-Way Catalyst Technology for Off-Road Equipment Engines

A project was conducted by Southwest Research Institute on behalf of the California Air Resources Board and the South Coast Air Quality Management District to demonstrate the technical feasibility of utilizing closed-loop three-way catalyst technology in off-road equipment applications. Five representative engines were selected, and baseline emission-tested using both gasoline and LPG. Emission reduction systems, employing three-way catalyst technology with electronic fuel control, were designed and installed on two of the engines. The engines were then installed in a fork lift and a pump system, and limited durability testing was performed. Results showed that low emission levels, easily meeting CARB's newly adopted large spark-ignited engine emission standards, could be achieved.

Using a Vehicle Exhaust Emission Simulator (VEES) as a Cross Check Tool for Emission Test Cell Correlation

It is becoming increasingly difficult to obtain good repeatability from running lab vehicle correlation testing, since vehicle variability is so significant at the Low ULEV and SULEV emissions levels. These new emission standards are becoming so stringent that it makes it very difficult to distinguish whether a problem is a result of vehicle variability, test cell sampling or the analytical system. A vehicle exhaust emission simulator (VEES) developed by Horiba, can simulate emissions from low emitting gasoline vehicles by producing tailpipe flow rates containing emissions constituents ( HC, CH4, CO, NOx, CO2 ) injected at the tailpipe flow stream via mass flow controllers.
