Unsettled Legal Issues Facing Automated Vehicles

This SAE EDGE Research Report explores the many legal issues raised by the advent of automated vehicles. While promised to bring major changes to our lives, there are significant legal challenges that have to be overcome before they can see widespread use. A century’s worth of law and regulation were written with only human drivers in mind, meaning they have to be amended before machines can take the wheel. Everything from key federal safety regulations down to local parking laws will have to shift in the face of AVs. This report undertakes an examination of the AV laws of Nevada, California, Michigan, and Arizona, along with two failed federal AV bills, to better understand how lawmakers have approached the technology. States have traditionally regulated a great deal of what happens on the road, but does that still make sense in a world with AVs? Would the nascent AV industry be able to survive in a world with fifty potential sets of rules?

Survey of Automotive Privacy Regulations and Privacy-Related Attacks

Privacy has been a rising concern. The European Union has established a privacy standard called General Data Protection Regulation (GDPR) in May 2018. Furthermore, the Facebook-Cambridge Analytica data incident made headlines in March 2018. Data collection from vehicles by OEM platforms is increasingly popular and may offer OEMs new business models but it comes with the risk of privacy leakages. Vehicular sensor data shared with third-parties can lead to misuse of the requested data for other purposes than stated/intended. There exists a relevant regulation document introduced by the Alliance of Automobile Manufacturers (“Auto Alliance”), which classifies the vehicular sensors used for data collection as covered and non-sensitive parameters.

Selection Families of Optimal Engine Designs Using Nonlinear Programming and Parametric Sensitivity Analysis

The selection process of key engine design variables to maximize peak power subject to fuel economy and packaging objectives is formulated as an optimization problem readily solved with nonlinear programming. The merit of this approach lies not in finding a single optimal engine, but in identifying a family of optimal designs dependent on parameter changes in the constraint set. Sensitivity analysis of the optimum to packaging parameters, fuel economy parameters, and manufacturing parameters is presented and discussed in the context of product development decisions.

Measured Emissions of Small Engines under Steady State and Transient Operation

The exhaust emissions of off-road and utility engines have recently come under increasingly thorough scrutiny and are now becoming the subject of federal regulations. While the most straightforward emissions guidelines relate to steady-state engine performance, it is well known that duty cycles of many small engines have a transient content and that its significance can vary strongly from application to application. Hence, it is important to examine how measured emissions change when the transient content of a test cycle is varied, and what kinds of steady-state and transient test cycles might realistically imitate operational conditions. These questions have been addressed in an experimental study in which several small two- and four-stroke engines have been tested under steady state and transient cycles. The same tests were also carried out when these engines had been adjusted to operate at leaner air-fuel ratios, as might be required by forthcoming regulations.

Revisions of TMC Recommended Practice RP-404 ‘Truck and Truck Tractor Access Systems’

Originally written in 1976 and previously revised in 1983, The Maintenance Council (TMC) Recommended Practice RP-404B is intended to enhance the safety of motor carrier employees by providing guidance regarding the purchase and use of access systems on heavy truck and truck tractors. Compliance with the recommended practice is intended to permit anyone entering or exiting a cab to have three limbs in contact with the truck or truck-tractor at arty time. The scope of the recommended practice covers access systems to the cab and rear of cab areas of all types of heavy trucks and truck tractors, in contrast to Bureau of Motor Carrier Safety (BMCS) regulations which applies only to Cab Over Engine (COE) tractors. The Maintenance Council recommended practice also varies from the BMCS requirements in that it remains a design oriented document.
