A Review of Motor Vehicle Glazing-Related Ejection Injuries

A review was conducted of injuries associated with ejection through motor vehicle glazing, using the 1988 through 1991 National Accident Sampling System data maintained by the National Highway Traffic Safety Administration. The review indicated that one percent of the occupants in towaway crashes were ejected and that 22 percent of fatalities in towaway crashes were ejected. Fifty-three percent of complete ejections were through the glazing openings in motor vehicles. Current motor vehicle glazing does not contribute significantly to occupant injuries, but the effects of glazing changes on serious injuries will need to be considered.

Air Bags for Small Cars

The National Highway Traffic Safety Administration (NHTSA) has conducted a number of research projects which examined the need and concern for occupants of small cars. These projects include the demonstration of air bags in small cars at crash severities equal to or greater than the 30 mph test required by Federal Motor Vehicle Safety Standards (FMVSS) 208. The results from these projects showing the protective capability of the air bag are reviewed. Factors influencing air bag performance such as amount of vehicle crush and the time available for air bag inflation are examined. Existing technology for providing air bag protection to occupants in small cars is discussed. The issue concerning the safety of out-of-position child passengers is addressed including a number of technical options for dealing with the out-of-position occupant.

Comparative Performance Testing of Passenger Cars Relative to Fmvss 214 and the Ue 96/Ec/27 Side Impact Regulations: Phase I

Based on a long recognized need, the National Highway Traffic Safety Administration (NHTSA) has begun to reexamine the potential for international harmonization of side impact requirements. To this end, NHTSA, as directed by the U.S. Congress, has recently submitted a report to the Congress on the agency plans for achieving harmonization of the U.S. and European side impact regulations. The first phase of this plan involves crash testing vehicles compliant to FMVSS 214 to the European Union side impact directive 96/27/EC. This paper presents the results to date of this research. The level of safety performance of the vehicles based on the injury measures of the European and U.S. side impact regulations is assessed.

Comparative Studies of Neck Injuries of Car Occupants in Frontal Collisions in the United States and in the Federal Republic of Germany

Parallel and coordinated accident studies were conducted in the United States and in the Federal Republic of Germany to determine the extent, the level, and the comparability of neck injuries in automotive accidents as reported in the National Crash Severity Study (NCSS), and the Association of German Automobile Insurers (HUK-Verband) files. To determine the comparability of the two data sets, three primary evaluation criteria were used: 1) the distribution of overall injuries by AIS level by various occupant parameters, 2) the risk of occupant AIS injury vs. delta V, and 3) the distribution of neck injuries by AIS for restrained vs unrestrained occupants. Frequencies and severities of neck injuries in car accidents were compared in parallel layouts between the two data sets in frontal, side and rear impact modes. In further breakdown the frontal impact file was separated into driver/passenger and male/female categories.

Comparison of Pedestrian Kinematics and Injuries in Staged Impact Tests with Cadavers and Mathematical 2D Simulations

The paper presents a comparison of kinematic responses between the MVMA-2D and the MAC-DAN pedestrian models and pedestrian cadaver kinematics observed in staged car/pedestrian impact tests. The paper also discusses the injuries experienced in the cadaver tests. Seven cadaver specimens in the standing posture were impacted at 25 mph by two different cars: one having a steel bumper and the other having a plastic bumper. The MVMA-2D and MAC-DAN mathematical pedestrian models were employed to simulate pedestrian impacts at 25 mph by a vehicle with a stylized geometry that is similar to the vehicles used in cadaver tests. Comparison of the simulations and the cadaver tests show that both models require further refinement to be able to more accurately simulate the kinematics of the lower legs during impacts with the vehicle bumper.

Comparison of Vehicle Structural Integrity and Occupant Injury Potential in Full-frontal and Offset-frontal Crash Tests

The frontal crash standard in the USA specifies that the full front of a vehicle impact a rigid barrier. Subsequently, the European Union developed a frontal crash standard that requires 40 percent of the front of a vehicle to impact a deformable barrier. The present study conducted paired crashes of vehicles using the full-frontal barrier procedure and the 40 percent offset deformable barrier procedure. In part, the study was to examine the feasibility of adding an offset test procedure to the frontal crash standard in the USA. Frontal-offset and full-frontal testing was conducted using both the mid-size (50th percentile male Hybrid III) and the small stature (5th percentile female Hybrid III) dummies. Five vehicle models were used in the testing: Dodge Neon, Toyota Camry, Ford Taurus, Chevrolet Venture and Ford Contour. In the crash tests, all dummies were restrained with the available safety belt systems and frontal air bags.

Deployment of Air Bags into the Thorax of an Out-of-Position Dummy

The air bag has proven effective in reducing fatalities in frontal crashes with estimated decreases ranging from 11% to 30% depending on the size of the vehicle [IIHS-1995, Kahane-1996]. At the same time, some air bag designs have caused fatalities when front-seat passengers have been in close proximity to the deploying air bag [Kleinberger-1997]. The objective of this study was to develop an accurate and repeatable out-of-position test fixture to study the deployment of air bags into out-of-position occupants. Tests were performed with a 5th percentile female Hybrid III dummy and studied air bag loading on the thorax using draft ISO-2 out-of-position (OOP) occupant positioning. Two different interpretations of the ISO-2 positioning were used in this study. The first, termed Nominal ISO-2, placed the chin on the steering wheel with the spine parallel to the steering wheel.

Design of Temperature Insensitive Ribs for Crash Test Dummies

The Isodamp damping material (also known as Navy Damp) used in the ribs of current crash test dummies provides human-like damping to the thorax under impact. However, the range of temperature over which it can be used is very small. A new rib design using laminates of steel, fiberglass, and commercially available viscoelastic material has been constructed. Load-deflection response and hysteresis of the laminated ribs were compared with corresponding conventional ribs fabricated from steel and Isodamp. Impact tests were conducted on laminated and conventional ribs at 18.5° C, 22.2° C and 26.6° C. Results indicate that the response of the laminated ribs is essentially the same as that of the ribs with Isodamp at 22.2° C, which is the operating temperature of the conventional ribs. The variation in the impact response of the newly developed laminated ribs in the temperature range of 18.5° C to 26.6° C was less than 10%.

Development of an Advanced ATD Thorax System for Improved Injury Assessment in Frontal Crash Environments

Injuries to the thorax and abdomen comprise a significant percentage of all occupant injuries in motor vehicle accidents. While the percentage of internal chest injuries is reduced for restrained front-seat occupants in frontal crashes, serious skeletal chest injuries and abdominal injuries can still result from interaction with steering wheels and restraint systems. This paper describes the design and performance of prototype components for the chest, abdomen, spine, and shoulders of the Hybrid III dummy that are under development to improve the capability of the Hybrid III frontal crash dummy with regard to restraint-system interaction and injury-sensing capability.

Effects of Outriggers on Dynamic Rollover Resistance Maneuvers - Results from Phase V of NHTSA's Light Vehicle Rollover Research Program

This paper describes the National Highway Traffic Safety Administration's (NHTSA) efforts to determine how different outrigger designs can affect J-Turn and Road Edge Recovery test maneuver outcome. Data were collected during tests performed with three different outrigger designs (made from aluminum, carbon fiber, and titanium) having different physical properties (geometry and weight). Four sport utility vehicles were tested: a 2001 Chevrolet Blazer, 2001 Toyota 4Runner, 2001 Ford Escape, and a 1999 Mercedes ML320. The 4Runner and ML320 were each equipped with electronic stability control, however the systems were disabled for the tests performed in this study. A detailed description of the testing performed and the results obtained are discussed. From the results, a comparison of how the three outrigger designs affected the test results is provided.

Evaluation of Child Safety Seats Based on Sled Tests

The injury reducing effectiveness of child safety seats in frontal crashes was evaluated, based on 36 frontal or oblique sled tests run with two or more GM three-year-old dummies in the simulated passenger compartment of a car. Unrestrained, correctly restrained and incorrectly restrained dummies were tested at the range of speeds where most nonminor injuries occur (15-35 mph). Accident data from NHTSA files were used to calibrate a relationship between the front-seat unrestrained dummies' HIC and unrestrained children's risk of serious head injuries; also between torso g's and the risk of serious torso injuries. These relationships were used to predict injury risk for the restrained children as a function of crash speed and to compare it to the risk for unrestrained children. The sled test analysis predicted that the 1984 mix of correctly and incorrectly used safety seats reduced serious injury risk by 40 percent relative to the unrestrained child, in frontal crashes.

Evaluation of the ES-2 dummy in representative side impacts

An upgrade of EUROSID-1, the side impact dummy used in the European Union Side Impact Directive 96/EC/27, was recently developed by TNO to address dummy response issues raised by industrial and governmental bodies, in particular, the flat-top anomaly in the rib deflections. NHTSA is evaluating the ES-2 dummy, the upgraded EUROSID-1, to assess its performance in the FMVSS 214 test configuration. This paper presents results from NHTSA's testing of the ES-2 including high mass pendulum impactor tests using three proposed rib designs, biofidelity sled tests comparing the ES-2 and U.S. SID, and full-scale side impact tests.

Frontal Air Bag Deployment in Side Crashes

NHTSA conducted seventy-six side impact FMVSS No. 214 compliance tests from 1994 through 1997. The compliance tests are nearly right angle side impacts with low longitudinal components of change of velocity (Δv). Frontal air bag deployments were found to have occurred for 34% of the driver bags and 32% of the front passenger bags in these compliance-tested passenger cars. In 1997, NHTSA began testing passenger cars 'in side impact in the New Car Assessment Program (NCAP). The NCAP crash tests are conducted at a higher speed than the compliance tests. The cars in the NCAP side impact tests also had low longitudinal components of Δv. Approximately 40% of the twenty-six passenger cars tested in the 1997 Side Impact NCAP had their frontal air bags deploy. Real world crash data were examined to determine if frontal air bags are deploying in right angle side impacts on the roads of the US.

Improvements in the Simulation of Unrestrained Passengers in Frontal Crashes Using Vehicle Test Data

The absence of data on the load deflection and energy absorption characteristics of vehicle interiors has been a factor which limits the accuracy of crash victim simulations. A recent test program conducted for the National Highway Traffic Safety Administration has developed data on the interactions of dashboards and knee panels with chests and knees. This paper summarizes the test results for several vehicles and shows how these results are used in simulating vehicle crash tests. Comparisons between crash tests and computer reconstruction using the 3-Dimensional Crash Victim Simulator (CVS-3D) for a late model car are included. The simulation shows good agreement with test and illustrates the application of available static and dynamic test data to improve occupant simulations.

Improving Occupant Protection Systems in Frontal Crashes

In the United States, air bags will be required in all passenger cars and light trucks under Federal Motor Vehicle Safety Standard (FMVSS) No. 208, Occupant Crash Protection. Even after full implementation of driver and passenger air bags as required by FMVSS No. 208, frontal impacts will still account for up to 8,000 fatalities and 120,000 moderate to critical injuries (i.e., injuries of AIS ≥ 2) [1]. The National Highway Traffic Safety Administration (NHTSA) has an ongoing research program to address these fatalities and injuries and provide a basis for the possible future upgrade of FMVSS No. 208. This effort includes developing supplementary test procedures for the evaluation of occupant injury in higher severity crashes, developing improved injury criteria including criteria for assessing injuries to additional body regions, and evaluating the injuries associated with occupant size [2, 3 and 4].

Large school bus safety restraint evaluation

This paper describes ongoing research conducted by the National Highway Traffic Safety Administration (NHTSA) to evaluate the potential of safety restraints on large school buses. School bus transportation is one of the safest forms of transportation in the United States. Large school buses provide protection because of their visibility, size, and weight, as compared to other types of motor vehicles. Additionally, they are required to meet minimum Federal Motor Vehicle Safety Standards (FMVSS) mandating compartmentalized seating, emergency exits, roof crush and fuel system integrity, and minimum bus body joint strength.

Measurement and Modeling of Tire Forces on a Low Coefficient Surface

There exists a fairly extensive set of tire force measurements performed on dry pavement. But in order to develop a low-coefficient of friction tire model, a set of tire force measurements made on wet pavement is required. Using formulations and parameters obtained on dry roads, and then reducing friction level to that of a wet road is not sufficient to model tire forces in a high fidelity simulation. This paper describes the process of more accurately modeling low coefficient tire forces on the National Advanced Driving Simulator (NADS). It is believed that the tire model improvements will be useful in many types of NADS simulations, including ESC and other advanced vehicle technology studies. In order to produce results that would come from a road surface that would be sufficiently slippery, a set of tires were shaved to 4/32 inches and sent to a tire-testing lab for measurement.

NHTSA's Frontal Offset Research Program

The National Highway Traffic Safety Administration (NHTSA) is conducting a research program to investigate the use of the 40 percent offset deformable barrier (ODB) crash test procedure to reduce death and injury, in particular debilitating lower extremity injuries in frontal offset collisions. This paper presents the results of 22 ODB crash tests conducted with 50th percentile male and 5th percentile female Hybrid III (HIII) dummies fitted with advanced lower legs, Thor-Lx/HIIIr and Thor-FLx/HIIIr, to assess the potential for debilitating and costly lower limb injuries. This paper also begins to investigate the implications that the ODB test procedure may have for fleet compatibility by evaluating the results from vehicle-to-vehicle crash tests.

NHTSA’s Vehicle Compatibility Research Program

The National Highway Traffic Safety Administration (NHTSA) is conducting a research program to investigate the crash compatibility of passenger cars, light trucks and vans (LTV’s) in vehicle-to-vehicle collisions. NHTSA has conducted a series of eight full-scale vehicle-to-vehicle crash tests to evaluate vehicle compatibility issues. Tests were conducted using four bullet vehicles representing different vehicle classes striking a mid-size sedan in both side and oblique frontal crash configurations. The test results show a good correlation between vehicle aggressivity metrics and injury parameters measured in the struck car for the frontal offset tests, but not for the side impact tests.
